Introduction

Results orientation, the monitoring of outcomes and impacts, has become more or less anobligationfor thepartner organisations in Africaand elsewhere financed by developmentsystems.On the onehand,we can only be delighted with this shift away from the reasoning predominated by descriptions of activities and enumerations of quantitative data in reporting often devoid of meaning. Onewouldexpect all thestakeholderstowant to knowwhether or not theirwork is usefuland contributes to change, also to be able to re-direct their efforts if needs be. On the other hand, it may be considered regrettable that the initiative has come from the funding agencies and not from the local players engaged in social transformation. However, it turns out to be more difficult than expected to implement monitoring systems which effectively identify the outcomes and changes we are contributing to. For we have to prevent these systems from becoming so unwieldy that they consume a large share of the energy of the people who work in the field.

Peace work and working on social change in general is even more complex than projects and programmes that focus on technical issues. “Demystifyingimpact”, the first publication in this “BuildingPeace” series, is no longer available in French in hard copy, for it found a wide readership in the different African networks. Instead of ordering a reprint, we decided to get together with our colleagues from Eirene and AGEH and share the experiences that local partners, peace workers, consultants and desk officers at the head offices have had of this importantandthorny task of result or impact orientation. We are all of the opinion that we can only progress if all the stakeholders make the approaches and techniques their own and adapt them to their concrete situations. It is also important to re member that essentially we are all working together towards the same goals, and that we each have a part to play.

In our daily routine, however, it is easy to lose sight of the substance of what we are trying to achieve and become embroiled in mechanisms, tools, techniques, or worse reduce everything to the demands of the funding systems to which we are all accountable in one way or another. And so we feel it is essential to approach result or impact orientation as a learning pro cess in which we are all learners striving for cooperation that is more useful and more effective for the people it should concern and affect in the first place: the local population in the countries and areas we work in.

We have gathered together some different perspectives on result orientation (meaning we look at outputs, outcomes and impacts, others also call this impact orientation as especially in French impact replaces results in this context): Stefan Willmutz, Günter Schönegg, Hedwig Schlags, Flaubert Djateng and Christiane Kayser ask questions and share experiences collected within the framework of the different organisations and networks of Bread for the World, AGEHand Eirene. We have included perspectives from the field from organisations in Burundi and Kenya, published by the FriEnt review called “Impulse”. The experiences of partner organisations in DRCongo (CRAFODand SADRI), from the Sahel, and Cam eroon enrich the debate. In the case of the Zenü Network in Cameroon we have given the different perspectives of an outside consultant accompanying the work and the person in charge of the organisation.

The annex consists of an article on the links between education, change and peace building by Professor Lynn Davies, who covers the basic concepts, in particular that of change. She raises many issues that question our usual ways of doing things. We hope this may provoke rethinking at various levels helping us create new approaches. This article was first published in “Impulse”. We hope that this publication will encourage the endeavours of the different players, of practitioners in particular, to find effective and pragmatic solutions for assessing their work and identifying the changes they influence the better to orient their work towards constructive change contributing to sustainable peace.

Introduction

L'orientation aux impacts ou au résultats, le suivi des effets est plus ou moins devenue obligation pour les organisations partenaires %nancées par les systèmes de développement en Afrique et ailleurs. D'un côté on ne peut que se réjouir que l'on sorte d'une logique où la description d'activités et l'énumération de données quanti%ées domine un rappor- tage souvent vidé de tout sens. A priori tous les acteurs devraient vou- loir savoir si leur travail est utile et contribue à des changements pour le cas échéant réorienter leurs efforts. D'un autre côté, on peut déplorer le fait que l'initiative soit venue des bailleurs de fonds et non des acteurs locaux qui s'inscrivent dans la transformation sociale. Cependant il s'avère plus dif%cile que prévu de mettre en place des systèmes de suivi où on arrive à identi%er les effets et changements auxquels on contribue.

Car il faut éviter que ces systèmes deviennent tellement lourds qu'ils consomment une grande partie de l'énergie de ceux qui travaillent sur le terrain. Dans le domaine du travail pour la paix et du changement sociétal en général c'est encore plus complexe que dans des projets et programmes focalisés sur le technique. La première publication de cette série « Construire la Paix » que nous avions nommée « Démysti%er l'impact » est épuisée en version papier car elle a trouvé beaucoup de lecteurs dans les différents réseaux africains. Nous avons décidé au lieu de la réimprimer de nous mettre ensemble avec nos collègues de Eirene et AGEH pour partager les expériences que les uns et les autres, les partenaires locaux, les professionnels d'appui, les consultants et les responsables dans les maisons-mère ont avec cette tâche importante et épineuse de l'orientation vers l'impact. Nous sommes tous d'avis que nous ne pouvonsqu'avancer si tous les acteurs concernés s'approprient les approches et techniques et les adaptent à leurs situations concrètes.

Il est également important de se rappeler qu'en principe nous travaillons tous ensemble pour des objectifs communs, que chacun y joue son rôle et y met sa part. Or dans le quotidien il est facile de perdre de vue le contenu de ce que nous voulons réussir et de se perdre dans les mécanismes, les outils, les techniques, ou pire de tout réduire aux exigences des systèmes de %nancement auxquelles nous sommes tous redevables d'une façon ou d'une autre. Alors il nous semble essentiel d'approcher l'orientation aux impacts ou aux résultats comme un processus d'apprentissage où nous sommes tous des apprenants qui s'efforcent pour une coopération plus utile et plus ef%cace pour ceux que cela devrait concerner et toucher en premier lieu : les populations dans les pays et zones où nous sommes actifs.

Nous avons mis ensemble diverses perspectives sur l'orientation aux résultats (incluant les produits, les effets et les impacts, appelée également orientation aux impacts car en français le concept de résultat prête à confusion) : Stefan Willmutz, Günter Schönegg, Hedwig Schlags, Flaubert Djateng et Christiane Kayser posent les questions et livrent les expériences dans le cadre des différentes organisations et réseaux de Pain pour le Monde, AGEH et Eirene. Nous avons repris des perspectives de terrain d'organisations du Burundi et du Kenya publiées par la revue « Impulse » de FriEnt. Des expériences d'organisations partenaires de la RDCongo (CRAFODet SADRI), du Sahel, et du Cameroun enrichissent le débat.

Dans le cas du Zenü Network du Cameroun nous avons croisé le point de vue d'une consultante accompagnant le travail avec une perspective de l'extérieur avec celle du responsable de l'organisation. En annexe nous vous présentons un article sur les liens entre l'éducation, le changement et la consolidation de la paix par pro- fesseur Lynn Davies qui revient sur les concepts de base notamment celui du changement. Beaucoup de questions fondamentales qui remettent en question nos pratiques y suscitent une ré&exion appro- fondie qui devrait nous aider à créer de nouvelles façons de faire. Cet article paraît pour la première fois en français.

Nous espérons que cette publication pourra contribuer à ce que les différents acteurs, notamment les praticiens, trouvent des solutions efficaces et pragmatiques pour mieux apprécier leur travail et identi%er les changements auxquels ils contribuent et ainsi mieux orienter leur travail vers le changement constructif dans le domaine de la paix.

Editors' foreword

When Katharina Schilling showed us the two compilations, resource book and methods book, she had painstakingly put together on the basis of her work experi-ence and the challenges of working with many young people in Sierra Leone and Cameroon, we felt these tools should be made available to a larger public in Africa and beyond. An additional bonus is that the beautiful illustrations have been devel-oped by her colleague Julius Nzang, a young Cameroonian journalist who partici-pated in the facilitation of youth workshops. In our work with Civil Peace Service Networks in several African countries, we have come to realise that working with youth on and in conflict is one of the most important tasks for building a better future. Katharina's colleagues and superiors in SLADEA (Sierra Leone Adult Education Association) and PCC (Presbyterian Church in Cameroon), as well as the many young people in the training sessions, have over the years supported and made this work possible and we can now all ben-efit from their insight and experience. These books address peace issues and conflict transformation at the individ-ual, group and community levels. Many of us work in situations of violent or latent conflict that throw whole regions or countries into war or warlike situations.

The lines between the two levels of conflict are often blurred, for instance, as far as ques-tions of identity, loyalty and trust are concerned. We believe that these books can help young people and their trainers better understand their own situation and learn to tolerate differences in approach, people, ethnic loyalties, religion and even values, as long as there is dialogue and interaction towards common goals. Analysing the context you live in, the conflicts in and around you, the interests and power plays helps you to become a stakeholder and not a victim in your own life. These two books were finalised in Cameroon, a country experiencing a fragile peace. The analysis of the context by the CPS partners revealed a number of situa-tions involving poor governance and showed numerous frustrations that could threaten this peace. Young people who are neglected and frustrated, undeveloped potential in terms of human and material resources, the status of women and young girls that is not respected, the electoral processes called into question, radicalism, fundamentalism and discrimination are so many problems in Cameroon society that could generate violent conflicts. These problems are also present in other coun-tries the CPS works in.

The future of Africa is not in the hands of the corrupt elites, the warlords, the dictators or the International Community and its “experts”; it is in the hands of the youth of Africa. We believe that instead of being abused as child soldiers, rape victims and angry people with neither hope nor future, African youth can become a weapon of mass construction.

Our suggesstion is that you the readers and users improve and enrich the books and share that with others. The future of Africa is not in the hands of the corrupt elites, the warlords, the dictators or the International Community and its “experts”; it is in the hands of the youth of Africa.

We believe that instead of being abused as child soldiers, rape victims and angry people with neither hope nor future, African youth can become a weapon of mass construction.

BOUBA Norbert, President of Cellule de Veille et de Protection des Victimes des Activités Minières (Celpro) de FIGUIL currently intimidated for his activities in the North of Cameroon …..The Cameroon Coalition of Publish What You Pay demands a stop to such intimidations!

The Cameroon Coalition of Publish What You Pay (CCPWYP)vehemently condemns all forms of intimidation towards BOUBA Norbert,President of Cellule de Veille et de Protection des Victimes des Activités Minières (CELPRO), a civil society organization based in Figuil in the North of Cameroon.

According to information that we have obtained, Mr Pierre ROCAGLIA, the General Manager of ROCAGLIA, a company involved in the production of marble in Figuil lodged a complaint against BOUBA Norbert, known for his dynamism and his stance against human rights violations and the injustices of mining companies operating in Figuil. As the president of CELPRO, Norbert has been working relentlessly to ensure the protection of local communities from the negative impacts of mining in his locality and to secure their expected benefits from these mining projects. He has been interviewed thrice on the 12, 15 and 16 th of November 2012 at the special branch of the National Police and the Gendarmerie Brigade in Figuil. The convocation of Norbert to the police and the gendarmerie followed a complaint lodged by Pierre ROCAGLIA accusing Norbert of trespass and photographing in his quarry.

The same complaint, subject of his convocation to the Gendarmerie Brigarde was conveyed by the Sub Divisional Officer for Figuil with a message giving orders to the Brigarde Commander to arrest and transfer Norbert to the prosecutor in Guider for “inciting uprising, public disorder”. A few months ago, Norbert's organization denounced the absence of mining royalties that is supposed to be paid by companies operating in Figuil. For 40 years neither the local communities nor the council have received the mining royalties as stipulated by law (art 89 of 2001 mining code, art 137 of 2002 decree of application of the mining code).

Celpro had also condemned the drowning of a nine year old pupil of government primary School Biou that occurred on August 27 2012 at 4pm at the Rocaglia quarry which is located in the village with no security fence to protect the local communities. It should be recalled that this is not the first incident of death at the Rocaglia quarry. The company has never been punished and nothing has been done by the company to prevent such happenings in the future.

Following the above mentioned observations, The Cameroon Coalition of Publish What You Pay demands that, Rocaglia:

Stop all forms of pressure and judicial proceedings against civil society activists like BOUBA Norbert and/or the local population;
Take all necessary measures to ensure the security of the population from risks associated to the operations of the company in the zone.

The Cameroon Coalition of Publish What You Pay asks the government of Cameroonto urgently verify for proper understanding why the local communities and council of Figuil have not been receiving mining royalties as provided in the existing legislation

BOUBA Norbert, Président de la Cellule de veille et de protection des victimes des activités minières de FIGUIL (CelPro), actuellement intimidé pour ses activités dans le Nord-Cameroun …..La CCPCQVP demande l'arrêt immédiat de telles exactions !

La Coalition Camerounaise Publiez Ce Que Vous Payez (CCPCQVP) condamne avec fermeté toutes les mesures d'intimidation faites à l'endroit de BOUBA Norbert, Président de la Cellule de Veille et de Protection des Victimes des Activités Minières (CELPRO), organisation de la société civile basée à Figuil dans le Nord Cameroun. Selon les informations qui nous sont parvenues, monsieur Pierre ROCAGLIA, Directeur Général de l'entreprise Rocaglia, spécialisée dans la production du marbre à Figuil, aurait porté plainte contre BOUBA Norbert , connu pour son dynamisme et sa position contre les violations des droits de l'Homme et les injustices commises par les compagnies minières opérant dans le département de Figuil. En tant que président de la CELPRO, monsieur Norbert BOUBA travaille d'arrache-pied pour protéger les communautés locales contre les impacts négatifs de l'exploitation minière dans la zone et pour sécuriser les bénéfices attendus desdites exploitations. Il a déjà subi trois (03) interrogatoires les 12, 15 et 16 Novembre 2012 au commissariat Spécial de Figuil et à la Brigade de gendarmerie de Figuil. Il serait accusé d'avoir pénétré dans l'enceinte de la carrière de la société ROCAGLIA, et d'y avoir fait des prises de vue.

La même plainte, objet de sa convocation à la Brigade de gendarmerie a été transmise par le Sous-préfet de Figuil avec un message porté intimant l'ordre au Commandant de Brigade d'interpeller et de déférer Norbert BOUBA au Parquet de Guider pour « incitation au soulèvement, troubles à l'ordre public.. » Il y a quelques mois, l'organisation de M. BOUBA avait dénoncé la non perception au niveau local des redevances issues de l'exploitation minière des entreprises opérant à Figuil. Ni les communautés locales, ni la commune n'ont perçu aucune redevance, contrairement à ce que stipulent les articles 89 du code minier 2001, et 137 de son décret d'application 2002.

La CELPRO avait également condamné la noyade d'un enfant de neuf ans, élève à l'école publique de BIOU, survenue le 27 août 2012 à 16 heures dans la carrière de Rocaglia située dans le village et sans clôture de sécurité pour protéger les communautés. Il faut rappeler que ce n'est pas le premier incident mortel enregistré dans la carrière Rocaglia. L'entreprise n'a jamais été punie pour ces crimes et à ce jour, rien n'a été fait par elle pour éviter que de tels événements ne se produisent plus dans le futur. Fort de ces éléments, LA COALITION CAMEROUNAISE PUBLIEZ CE QUE VOUS PAYEZ (PCQVP) demande à la société ROCAGLIA de :

faire cesser immédiatement toutes les pressions et poursuites à l'endroit des Membres de la Société Civile et/ou populations locales à l'instar de M. BOUBA Norbert ;
Prendre toutes mesures pour assurer la sécurité des riverains contre les risques nés des opérations de la compagnie dans la zone.

La COALITION CAMEROUNAISE PUBLIEZ CE QUE VOUS PAYEZ demande au Gouvernement de procéder à des investigations urgentes pour comprendre les raisons pour lesquelles les communautés et la commune de Figuil ne perçoivent pas les redevances locales prévues par la législation minière en vigueur.

Introduction Générale


Cahier de la Journée Internationale de la Paix 2012

La Journée Internationale de la Paix a été décidée en 1981 en vertu de la résolution 36/67 de l'Assemblée Générale des Nations Unies, qui rappelait que « la promotion de la paix, au niveau tant international que national, fait partie des principaux buts de l'Organisation des Nations Unies, en vertu de sa Charte ».

Le 21 Septembre a donc été choisi pour marquer cet évènement. Ainsi chaque année, « tous les États Membres, les organismes des Nations Unies, les organisations régionales et non gouvernementales et les particuliers à célébrer comme il convient la Journée Internationale de la Paix, y compris au moyen d'activités d'éducation et de sensibilisation, et à œuvrer, de concert avec l'Organisation des Nations Unies, à l'établissement d'un cessez-le-feumondial ». Cette année 2012, le thème de célébration de la Journée était « Une paix durable pour un avenir durable ».

La Dynamique Mondiale des Jeunes (DMJ) et le Conseil des Eglises Protestantes du Cameroun (CEPCA) dans le cadre de leur collaboration au sein du réseau Service Civil pour la Paix (SCP) ont concilié leurs efforts pour commémorer laJournée Internationale de la Paix en axant leur intervention sur la mobilisation de la jeunesse autour de la thématique

« Une Jeunesse Dynamique pour une Paix Durable au Cameroun. » Ceci à traversdes activités d'expression artistique réalisées par des jeunes Camerounais et Camerounaises, afin de leur offrir un espace d'expression libre et paisible.

L'action était inscrite sous le parrainage des Ambassades des Etats Unis et de l'Allemagne au Cameroun, qui ont également apporté un soutien financier pour sa réalisation. Le bureau de l'UNESCO pour l'Afrique centrale à Yaoundé a été aussi parmi les soutiens financiers.

Le présent rapport narratif est un témoignage narréet illustré des évènements qui ont marqué la célébration de cette journée par le CEPCA et la DMJ. Il présente le contexte de mise en œuvre, revient sur les objectifs du projet, fournit des informations sur les activités réalisées, et met en lumière quelques résultats obtenus. Le rapport ressort aussi les difficultés rencontrées et documente quelques leçons apprises accompagnées des recommandations pour le futur.
