Evaluation
Projects financed by European donors in the DR Congo have just been evaluated, with a view to taking stock of the implementation plan.
18 scanning projects in North Kivu and Ituri
From 2010 to 2010, Channel Research conducted an evaluation of 18 projects in the provinces of North Kivu and Ituri, of the 350 projects in all the territory of the Democratic Republic of Congo (DRC), projects financed by 11 European donors. In the case of projects, these are « conflict prevention or peacebuilding initiatives (Pccp) on the basis of grants, where the word initiative is understood in the broad sense of any activity which has, prevent conflicts and strengthen peace. «
For reasons of efficiency, the projects were selected on the basis of the database provided by the members of the Steering Committee, based on interviews with donors and a preparatory mission in the field . According to the firm’s sampling note, there were « 30 projects to be evaluated in a comprehensive manner, 19 projects to be evaluated more specifically and 6 projects to be evaluated in depth« . But in the end, according to one participant, only 18 projects in the two provinces were finally evaluated.
Channel Research was asked to do an analysis of the context, to try to perceive the strategy of each lessor and to measure its impact. The evaluation was carried out in collaboration with the Evangelisch Entwicklungs-Dienst (Eed), a Bonn-based funder in Germany and the Civil Service for Peace (Scp). The presence of the latter is justified by the concern to always rely on civil society, the only one more equipped to understand and integrate problems directly related to the local populations. By October 2010, the report of this evaluation should be made available and should serve as a basis for recommendations to donors.

The meeting was attended by local non-governmental organizations (NGOs), partners of these projects, namely Heal Africa, Rio, and the Free University of the Great Lakes Countries (Ulpgl). After group work of 10, each participant was asked to rate three activities on a map, in order of priority, activities that he was subsequently required to defend. This allowed for a better understanding of the problems that could arise, and to explore the benefits of working with individuals, structures or communities as a whole.
It was noted that the Ong African Center for Research and Education for Peace and Democracy (Carepd) did not yet have experience in the field but was rather enriched by exchanges. And like all the other participants, members received the latest Eed / Scp publications and Heal Africa reports, a document that will allow all participants to better equip themselves to make their work more fluid and efficient, this country where peace must no longer be only a view of the mind, but live in concrete terms.
