Paving the way for peace in the Great Lakes region

Du 23 au 25 octobre, Dar-es-Salaam a accueilli un forum régional d’une grande importance, rassemblant des leaders sociaux, des représentants d’États et des organisations internationales. Cette rencontre a abouti à une déclaration ambitieuse visant à trouver des solutions aux multiples crises qui affectent la région des Grands Lacs africains. Organisé par le Réseau d’Innovation Organisationnelle (RIO), avec le soutien de Brot für die Welt et de FECCLAHA, ce Forum sur la Paix a mis en lumière les défis actuels et esquissé des pistes concrètes pour restaurer la stabilité.

Discussions were dominated by participants’ concerns about the persistence of conflicts, particularly in the east of the Democratic Republic of Congo (DRC). These conflicts, exacerbated by local armed groups and external interventions, have plunged the region into a deep crisis with dramatic social, economic and humanitarian consequences.

The Forum's final declaration underscored the dangers these conflicts pose to the future of millions of people and warned of their devastating impact on future generations: "The consequences for populations and States are catastrophic and threaten the future of several generations," it said.

Participants identified 11 strategic priorities for building peace, including strengthening security and ensuring the protection of human rights, promoting inclusive and democratic dialogue for sustainable stabilization, promoting sustainable economic development to reduce poverty and create opportunities for youth, and implementing transitional justice to address past wrongs and combat impunity.

Among the Forum's key recommendations was a strong call for the lifting of the state of emergency imposed on Ituri and North Kivu in eastern DRC since May 2021. Participants also called for an immediate ceasefire and strict respect for state sovereignty and peaceful dispute resolution mechanisms.

The declaration also strongly condemned the continuing impunity in the region and urged governments to step up efforts against armed groups and the illegal exploitation of natural resources.

Le Forum a également souligné l’importance d’un soutien renforcé de la communauté internationale pour mettre fin aux ingérences des multinationales dans les conflits locaux. Les participants ont insisté sur le respect des intérêts des populations locales et ont appelé à la fin des pratiques économiques prédateurs : « Les acteurs extérieurs doivent cesser d’alimenter des économies de prédation et respecter les besoins des communautés locales », ont-ils déclaré.

Achieving lasting peace in the Great Lakes requires a collective and multifaceted effort. The Forum stressed the importance of greater involvement of local communities, youth and women in decision-making processes, and of strengthening local institutions to rebuild trust between governments and their citizens.

En conclusion, la déclaration adoptée à Dar-es-Salaam rappelle que la paix dans les Grands Lacs n’est pas un objectif utopique, mais bien une perspective réalisable grâce à des actions communes et inclusives. Les engagements pris lors de ce Forum marquent un tournant vers une région plus stable, prospère et solidaire. La mise en œuvre de ces recommandations sera un test pour les dirigeants régionaux et leurs partenaires internationaux.
