WHO ARE WE ?

Service Civil pour la Paix (SCP) brings together organizations working for peace, reconciliation and good governance in the Democratic Republic of Congo (DRC), Cameroon, Sierra Leone and Liberia. With the support of Bread for the World, these organizations work within the framework of the Civil Service for Peace (CPS) programme. The Civil Service for Peace program is a program funded by the German Federal Ministry for Economic Cooperation and Development that supports peace and reconciliation initiatives supported by Bread for the World, among others.

Bread for the World's partner organizations in the DRC, Cameroon, Sierra Leone and Liberia receive financial support and/or support through the placement of an integrated CPS support professional. Through Civil Peace Service, organizations from the four countries come together to network, learn from each other and collaborate on specific issues on a national or regional basis. This would highlight the benefits of each approach and explore complementarities. The objectives of the networking of partner organizations in the four countries are as follows:

  • Strengthen the complementarity between SCP organizations for a greater visibility of their actions and a greater impact in the work of building peace at the national and sub-regional levels.
  • Promote synergies between the different PCS organizations in the network that work towards the same goal. Many ad hoc actions carried out by one organization or another are perceived as "scattered". The existence and functioning of the network provides the opportunity for collective projects, including national and international advocacy.
  • To make the voice of local peace workers heard at the national, sub-regional and international levels.

SCP Network Coordination


In view of the issues and challenges of the SCP program in the four countries, Bread for the World has set up a coordination and support system composed of two national coordinators in each of the four countries. The main tasks of the coordinators are:

  • Contribute to the preparation of the professional and the organization (training and coaching),
  • Accompany the professional and the organization to build and execute the PCS,
  • Organize individual and organizational capacity building of the SCP network,
  • Facilitate networking between partner organizations at the country level, but also between different countries,
  • Contribute to the networking between the partner organizations and with other German CPS actors in their country,
  • To support joint actions of the SCP network organizations,
  • Capitalize on lessons (documents and teaching materials) and contribute to the development of the SCP concept,
  • Contribute to the contacts with the national and German authorities.
Besides the coordination, there are also consultants who give input on specific themes such as Do No Harm and mediation. The national coordinators, the consultants and the Bread for the World team in Berlin jointly coordinate the SPC in the four countries.

The contribution of SCP / Bread For The World Professionals


The dispatch of SCP support professionals at the request of SCP member organizations is a particular instrument in the SCP approach. Integrated support professionals within CPS member organizations provide support in the following areas:

  • Development of structures for dialogue and transversal reconciliation of ethnic conflict lines;
  • Strengthening information and communication structures regarding the causes and effects of violent conflicts;
  • Reintegration and rehabilitation of groups suffering from violence;
  • Mediation and training on civil conflict management and peace education;
  • Strengthening local law enforcement (e.g. human rights work, strengthening local institutions);
  • Strengthening structures at the political and societal level (of state and non-state institutions) to create stability, efficiency and sustainability;
  • The specific circumstances related to the unstable situation and violent conflicts in different regions require great flexibility in the SCP program.

Areas of intervention SCP


SCP / Pain Pour le Monde in DRC, Cameroon, Sierra Leone and Liberia work at different levels: knowledge, know-how, life skills, and living together. The following actions constitute the areas of intervention of the SCP program:

At the community and society level

  • Supporting local structures;
  • Analyze together the experiences of the past;
  • Capitalize and document knowledge and experience.
At the organizational level

  • Empowering the players;
  • Build technical capacity;
  • Strengthen negotiation skills;
  • Raise awareness (training, sensitization).
In terms of networking and promoting synergies

  • Speaking out about violence, abuse and human rights violations;
  • Lobbying;
  • Facilitate exchanges;
  • Develop synergies;
  • Networking ;
  • Creating Dialogue with the State (Claims);
  • To give a Voice and to value the expression of the populations.

This website provides a platform for organizations in the four countries to use for learning and exchange. At the same time, it is also used to present the work of the Civil Peace Service to other actors in the region or around the world. CPS organizations use this site to:

  • Publish and share content (articles, videos) about their best practices and the impact of their work in the field;
  • Publish and share resources that can help others work on peace and reconciliation;
  • Report on the joint activities they implement.

The content of the website is managed by a team of focal points who ensure that regular information comes from the different partner organizations.
